And that is for very few people.

By the way when did it become the wealthy's responsibility to foot the bill for everything and everybody? I'm going to honestly assume this is serious. The upper class has insurance. Not much of a resource there. The lower class has no money. Some middle class and almost all lower middle cannot afford it. So they are easy to fine. The problem is the lower middle is the prime target for the fines. Unfortunately they have no money for them. They need it for stuff like food. That's why the whole thing is fucked up.
