I'd always heard they could sink tankers to block the Strait. But I just looked up the numbers and the Strait has a mean-depth of around 250' and our Carrier Group can operate in water as shallow as 37'....so they can't trap our Carrier if that's the plan....they could fire missiles from shore though. I talked to a Carrier veteran a year or so ago and he told me that ship can take a tremendous amount of damage because the engine and magazines are far below the waterline and all the compartments are sealed off with blast-walls from each other.

It's not the nuclear material that cause fall out so much as the irradiated earth which holds the radiation being tossed into the upper winds above 15k feet and being spread.
