I counted 94 Cabinet and Executive Level Positions, more than three times the number names of Trump's appointments on Administration Day.

Don't know how you came up with 95, I only counted 26 that actually showed the appointment date prior to the inauguration. And if you read the link, he had his transition team pretty much in place well before he was actually elected. He announced his complete team the day after the election.
