It's similar to how McCain went from being demonized by the Democrats when he ran against Obama and then praised endlessly when he disagreed with Trump on a few things.

Neocons are able to ingratiate themselves with the Democratic establishment because of the war profiteering that they benefit from. The GOP establishment has plenty of them as well, but many of the Bush era neocons threw support to the Democrats with the rise of Trump. They did this because they didn't like Trump's trade policies or the fact that he was trying to draw down our interventionism.

Neocons may end up leading the GOP again eventually, but they tend to hate populism.
