The $90 billion/year private insurers are extracting from it would be the logical answer.

The ACA whacked the mole down once, fifteen years later it's popping back up.
There are a lot of resources spent on medical care. When the people you want are in full power, they will put limits on medical care out of necessity and reduce the surplus population in their minds. Figure out which group you are in for that.

That funding stream for ACA was eliminated after Obama left office by the Tax Cuts and Jobs Act of 2018. A Republican controlled House and Senate reduced the penalty to $0 (eliminating it as a revenue stream) and was signed into law on December 5th, 2017 to take effect in 2018.

Obama care stole 800 million from Medicare.

Obamacare saved Medicare trillions of dollars. Given the nationwide slowdown in health care cost growth after the ACA passed, the savings to Medicare (and everything else, for that matter) turned out much larger than advertised.
