He is so protective of Hunter there is NO WAY he would make a statement like that if he didn't already know the outcome. Hunter will get nothing more than probation and/or a fine.

Compared to other solutions to Joe's problem, breaking his promise based on excessive punishment for Hunter, would be justified.

Yeah, its the weakest case they have against Hunter, so the penalty is minor and therefore not worth pardoning. Pardoning Hunter for this would devastate his election chances. The pardons will come AFTER the election, at which point Joe will do what we all know he is going to do.
