The Letter was sent to Congress as well a President Trump. They want DHS funded to protect the country.

"We call on our elected leaders to restore the funding necessary to ensure our homeland remains safe and that the Department's critical national security functions continue without compromise," the letter concludes.

Yes the GOP/Trump plan got enough votes to pass a simple majority vote (50-47). Neither Trump's Budget nor the dem plan (52-44) got the 60 votes currently required. I hope McConnell goes nuclear and gets things moving.
