The lawsuit claims the city refused the proposal because officials disagreed with the mural's message.

That is where they will lose. Poor wording. They cannot prove the above and the city can simply deny the reason. All They have to do is say they rejected the mural for public safety concerns saying they worried it might trigger civil unrest.

But that at least allows Turning Point to argue asking why not worry with the BLM sign?

But at that point, the city can argue anything.

Then the city will organize a protest if forced to put up the ALM mural, then cite it as proof their fears were justified.
