That ^^ is in fact the monument that David Duke sued the city of New Orleans over, to get them to put the monument back up when it had been moved for construction. It sat at the foot of Canal Street, literally the busiest spot in town.

It was a monument to a city coup d'êtat committed by the "White League", one of the many vigilante groups like the Klan in the 1800s, doing whatever they could to overturn the results of the Civil War.
