In Canada a mom let her 3 children play in their backyard which is fenced in. She did not sit outside with them. One of her idiot neighbors called CPS and she got investigated for child negligence.

It's their job to check if an adult or a responsible teen is there to make sure the kid is safe and healthy.
A peek over the fence or asking the kid if they're ok won't cut it.
