The Clinton campaign's lawyers approached Fusion GPS for opposition research on Trump, and Fusion dusted off Steele's report for the Republicans and told him to finish it. When Fushion gave the finished report to the Clinton Campaign, they gave it to the Republican Party and never used it at all.
