So no amount of protesting is going to do much of anything beyond responsible employers sending those employees home so they don't infect and kill innocent people. People continued coming in from China after Trump's travel ban. In fact, they continue to come here from China to this day.

The Japanese have always been more inclined to take precautions without having to be told. Pictures from Japan of people in masks in public were quite common long before anybody ever heard of covid 19. It's like they actually bother to find out what they should do, and they do it. You might note that many of the city walkways are divided which makes it easier to keep a distance from others, and greatly reduces face to face contact.
