At this point in reagan's presidency, the unemployment rate was at 6.2%. As you pointed out, Obama started out with a higher unemployment rate; which was also climbing rapidly since, unlike reagan, Obama inherited a recession.
That's right, Reagan CREATED his own recession almost 2 years into his first term!
