Well,Trump has failed to block immigration (twice). He failed to appoint a special prosecutor to investigate Hillary. He seems to have forgotten to appoint the commission to look into the 3 to 5 million fraudulent illegal immigrant votes. He failed to get money allocated to build the wall. His budget was a MASSIVE failure. He failed to repeal ACA. He failed to defund Planned Parenthood. He failed to block federal grant money to sanctuary cities. There is no reason to believe that he is going to get any major tax cut approved, since his administration has admitted that there is going to be no offsetting spending cuts.

So, Trump is winning, in the sense that he has not yet been impeached for incompetence....
