But the draft letter, which was prepared with the help of senior policy adviser Stephen Miller and described by people familiar with it as a “rant,” makes clear what the White House eventually acknowledged: that Trump had essentially decided to fire Comey before he solicited recommendations from Sessions and Rosenstein."
As we know Trump & team orginally stated that they fired Comey over Deputy Attorney General, Rod Rosensteins report. Which basically blasted Comey over what he did to Hillary Clinton. Breaking long standing DOJ protocol of not releasing information within 60 days of an election, and giving a speech in front of congress, which set off the arm chair legal team on FOX News. In Rosenstein testified that he knew Trump was going to fire Comey long before Rod Rosensteins report.

So anyway that was the spin for a couple of days. It was Rod Rosensteins report that got Comey fired. Two days later Trump went on a televised interview and basically stated it had nothing to do with the report, and that he was thinking about Russia and just decided to do it. (fire Comey)
So now Mueller has this draft. Also Trump has been calling Republican senators, and got in a screaming match with Mitch McConnell and stated "You're not protecting me from this Russian investigation." Which can also be considered Obstruction of Justice.
