I do think the 14 year old should do a little bit of time in juvie, but we don't know what the extent of his actual sentencing is.

It's a special type of juvie; they are locked up, watched with an eagle eye because everyone on the unit is a minor sex offender. And they get intensive rehab/education/whatever you want to call it.
