Here's the same garage stall in November 2019.

It's probably a perfection loop rather than a noose. A noose would tighten up on your fingers every time you pulled on it. It would make no sense to use a noose.

It's not a noose. It's a perfection loop. The two different types of knots may look similar at a glance but there is a significant functional difference. A noose will tighten up under load. A perfection knot will not.
