Assembly Bill 186, which passed the Senateon a 12-8 vote, would bring Nevada into the National Popular Vote Interstate Compact, an agreement between participating states to cast their electoral votes for the winner of the popular vote.

My point is that the reasons these states are trying to change the rules is because some legislators are butthurt over the 2016 election. I think that’s a bad idea and sets a bad precedent. Can we all agree that the EC today is not what the Founders set up for two reasons: 1) no 3/5th persons counted any more; and 2) the cap on the House of Representatives at 435.....?

But, the intent was to maintain state sovereignty and prevent a large state like Virginia from using the power of the FedGov to figuratively beat the fuck out of R.I.
Actually, it was more about making sure the slave states (except for Virginia which was one of the higher population states) would sign off on the Constitution....they wanted their slaves counted for representation but not taxation....the compromise was the 3/5ths.

I would bet that more Republicans would be for a popular vote if the same happened in reverse. However still a majority of the country prefers the popular vote, this is simply the next best thing.
