Democrats are very afraid that if Harris wins and Republicans take back the Senate (which is highly likely), the Republican senate will stymie the appointments of department and cabinet heads so she is thinking very strongly (if Republicans retake the Senate) of just keeping all of Biden's picks in place and not nominating anyone new.
