The +321,000 is from a survey of 554,000 establishments asking how many were on the payroll for the pay period that contains the 12th. The +4,000 is total employment (not just payroll) from a survey of 60,000 households asking labor force status for the week that contains the 12th.
One does not "translate" to the other and they're not directly comparable. The establishment survey is more accurate.

No, the number of people looking for work went up 115,000. "Unemployment line" implies receiving unemployment insurance benefits. That's unknown.

He wasn't elected to get us back to the same level of prosperity pre 2008. He was elected to bring us more prosperity than the last guy had.
