Governor Quinn is staying out of the argument over Thursdays unusual Illinois House Executive Committee vote on state financing for an Obama presidential library.
The executive committees chair, State Rep. Robert Rita (D-Blue Island), resorted to a parliamentary maneuver, obtaining leave from those present to use the last roll call even though the previous roll call had been the day before and involved a totally different subject, a proposed Chicago casino.
The four Republican members of the committee were not present for the Thursday vote, and State Rep. Ed Sullivan (R-Mundelein) said he would have voted no.
WASHINGTON A move by Illinois House Speaker Michael Madigan to muscle through a measure to appropriate $100 million from the cash-strapped state to help finance the construction of President Barack Obamas presidential library and museum in Chicago is erupting into a controversy.
The backlash is strong enough that a committee vote Madigan engineered last Thursday in Chicago to advance the $100 million plan to the House floor now will be retaken in Springfield on April 30.
To make a long story short, Madigan invoked a parliamentary technique to use a roll call from the previous day to push the measure through the committee.
CHICAGO At least one Republican lawmaker says he's filing a protest after an Illinois House committee recorded a 9-0 vote to commit $100 million to bring President Barack Obama's library to Chicago, even though only five Democrats and none of the committee's four GOP members were there.
Rep. Ed Sullivan of Mundelein said he didn't attend Thursday's hearing because a vote was not expected. He told WBEZ radio and the (Arlington Heights) Daily Herald he would have voted no because he opposes using public funds for the library, which will house Obama's presidential records and artifacts.
"The legacy of the Obama presidential library shouldn't be kicked off in a cloud of controversy," Sullivan told the Daily Herald (GOP lawmakers deny they voted to steer $100 million to Obama library - DailyHerald.com ) after Democrats used a procedural maneuver to record the 9-0 vote.
