There’s much that Israel has done wrong. But nothing justifies what Hamas has just perpetrated. As many knowledgeable people have pointed out, what Hamas has done is clearly an act of terrorism, no matter what your definition. This technique is sometimes called a "segue."

During the 59th Conference of the International Law2 Association in Belgrade, Serbia (Aug 1980), the Belgrade Rules were laid out for the Procedures Governing Fact-Finding Missions on International Human Rights Inquiries. For the specific purposes of the Islamic Resistance Movement (HAMAS), the procedures used in the Establishment of a Council Working Party on restrictive measures to combat terrorism (COMET WP) is outlined in:

JUDGMENT OF THE GENERAL COURT (First Chamber, Extended Composition) 6 March 2019​

16 In paragraph 15 of Annex A to the statement of reasons relating to the contested measures, the Council indicated that, in the United Kingdom, the proscription had been reviewed in October 2014 by the cross-government Proscription Review Group which had concluded, on the basis of the stated information, that it was reasonable to consider that Hamas-Izz al-Din al-Qassem continued to be concerned in terrorism.​
