Principle of Precautions against the Effects of Attacks
Rule 22. The parties to the conflict must take all feasible precautions to protect the civilian population and civilian objects under their control against the effects of attacks.

Location of Military Objectives outside Densely Populated Areas
Rule 23. Each party to the conflict must, to the extent feasible, avoid locating military objectives within or near densely populated areas.

Removal of Civilians and Civilian Objects from the Vicinity of Military Objectives
Rule 24. Each party to the conflict must, to the extent feasible, remove civilian persons and objects under its control from the vicinity of military objectives.

Hostage-Taking
Rule 96. The taking of hostages is prohibited.

Human Shields
Rule 97. The use of human shields is prohibited.​

Article 68, Fourth Geneva Convention (GCIV)...

Protected persons (Arab Palestinians) who commit an offence which is solely intended to harm the Occupying Power (The Israeli), but which does not constitute an attempt on the life or limb of members of the occupying forces or administration, nor a grave collective danger, nor seriously damage the property of the occupying forces or administration or the installations used by them, shall be liable to internment or simple imprisonment, provided the duration of such internment or imprisonment is proportionate to the offence committed. Furthermore, internment or imprisonment shall, for such offences, be the only measure adopted for depriving protected persons of liberty. The courts provided for under Article 66 of the present Convention may at their discretion convert a sentence of imprisonment to one of internment for the same period.​

The penal provisions promulgated by the Occupying Power in accordance with Articles 64 and 65 may impose the death penalty on a protected person only in cases where the person is guilty of espionage, of serious acts of sabotage against the military installations of the Occupying Power or of intentional offences which have caused the death of one or more persons, provided that such offences were punishable by death under the law of the occupied territory in force before the occupation began.​

Article 20, International Covenant on Civil and Political Rights [ (Written in 1966) Entry into force: 23 March 1976 ]

1. Any propaganda for war shall be prohibited by law.

2. Any advocacy of national, racial or religious hatred that constitutes incitement to discrimination, hostility or violence shall be prohibited by law.​

HAMAS is not allowed to hide amount the general population in order to avoid armed engagements. HAMAS must either operate outside the densely populated areas or they must evacuate the general population out of harms way.

Israel is under no obligation to provide sustenance or shelter to any population that supports the terrorist. Israel is under no obligation to fund or sustain the enemy.n. If HAMAS is hiding among the general population, then it is HAMAS that is setting the conditions that stop humanitarian aid and assistance.

IF the general population is diverting humanitarian aid (food, water, and shelter) to support HAMAS (Jihadist, Fedayeen Activist, Hostile Insurgents, Radicalized Islamic Followers, and Asymmetric Fighters) THEN the general population (providing aid and comfort to the enemy) suffers.
