Arpaio needs a presidential pardon because he is a convicted criminal. Innocent people don't require pardons and legally, acceptance of pardon is an admission of guilt.

So, what is Arpaio guilty of? He is guilty of disobeying a federal judge's order.
What did the judge order? The judge ordered him to stop violating the constitutional rights not only of citizens but of immigrants both legal and illegal.

What was illegal about what Arpaio did? His most recent conviction involved police roundups on racial profiling. He has also been censured for torturing prisoners.

Trump's pardon comes after Arpaio was voted out of office. He lost the election after some 24 years because of an organized voter coalition that embodies the demographic and political shift in the once solidly red, conservative state of Arizona. The groups which formed and worked to defeat Arpaio are now shifting to defeat the man who pardoned him.
