The president is in Charge of the DC National Guard. They take orders from him, or from whom he delegates thru executive order. That's simply fact, nothing more or nothing less.

If Trump ordered 10,000 NG then who he put in charge, should have ordered them....

The DC National guard is only made up of about 1200 guard.

If he wanted 10,000 of them then he would have had to make the request with surrounding governors to borrow their Guard to meet that number.

Trump had title 42, to keep them out, and in Mexico, temporarily while they awaited their court hearing....

Biden did used title 42 to reject as well, until the Court ruled Biden had to stop, title 42....
