The Pennsylvania Department of Labor & Industry said today that the state's unemployment rate hit 4 percent in February, which is down a slight amount from January and matches the lowest rate on record. Significantly, the department said, the actual number of unemployed Pennsylvania residents was down to 261,000 people – the lowest level since October 2000. Total nonfarm jobs increased by 0.7 percent year-over-year. Among sectors tracked by the state, education and health services added the most jobs over the past 12 months – about 21,400 or a 1.7 percent increase. The only sector to experience a decrease in employment was professional and business services, which lost about 3,000 jobs or 0.4 percent
