The report says since 2016, the Rebuild program was delayed due to a lack of Construction companies joining the Rebuild company and Feds did not want to give money to a program that was not willing to do what it was created to do. The problem continued throughout the years, and Trump only wanted to make sure that the money would be used wisely.
