Question: What happens if Obamacare isn't fully implimented during Obama's 2nd term?

I don't know a lot about government organization and regulation. If Obamacare isn't fully implemented by the end of Obama's 2nd term, can the next president (blue or red) decide to pursue a different healthcare plan and scrap Obamacare? Also, why is it taking Obama's whole 2 terms to get his healthcare plan fully set up and implemented?

Like all things, Obamacare's going to evolve--it's intended to evolve. Those who imagine that some reset button can undo all the reforms that have been taking root since 2010 will presumably eventually let go of that delusion and attempt to figure out the direction in why they want them to evolve.

Because for 50 years, the problems it addresses (rising costs, inadequate quality, ever more people without insurance coverage or access) were allowed to get worse. Is it really that surprising that it takes three and a half years to phase in solutions?
