Actually, the capital is the IDEAL place to send the illegals to. Illegal Aliens don't usually have cars, and Washington has good public transport. Plentiful water as well compared to the dry southwest. And a government very sympathetic to Illegals, lots of rich people with change to spare as well as being close to their own countries' embassies in the event they get into trouble and need consular help.
