Actually US imports of oil from Russia have been down since Obama. They started dropping once the fracking industry took hold, an industry that thrived in spite of Obama's energy policies. They have continued to drop for the last year under trump as well.

It seems a silly notion to believe that the Russians would favor an administration who not only believes in American energy independence, but is carrying out that plan.
