The Social Welfare Government Programs are an Institutionalized Industry today. And have been for a while. People scam the system. There is a lot of it and the government does nothing about it. Local areas raise taxes more and more as the depravity expands. And there are people who want to get out of it but are swamped by those who have gotten a cut of the living provided by the Social Welfare systems.
