The reason was the ebola epidemic and fear of bringing it to Mecca.

Ebola is too dangerous. Restrictions for health reasons is not uncommon. Safety during the hajj is very important. Simply massing so many people has led to too many deaths under normal circumstances.
Threat of contamination with such a disease makes the restrictions logical.
