Apparently not, especially when AT&T has done everything in it's power to do nothing to enhance technology since the late 90s.
Now please explain to me how installing towers has anything to do with Quality.
And while you're at it, let's dredge up that a mere 5 years ago, when AT&T took back it's Customers from Cellular, it took almost 2 years for AT&T to stop overbilling millions of customers every month.

I guess the sudden influx to India caused some confusion as in copying new settings over old settings and not vice versa.

10s of thousands of factories moving overseas, especially in the mid 2000s under GW.
