The child has not reached the age of accountability yet so if he rejects Christ at that time and doesn't give his life to Christ before he dies physically, he will go to Hell. God will punish a person in anticipation of their lies. In this case the boy was left a paraplegic because of his deceit. This is God's just response to such a deceitful act.
Think how an earthquake has long since been planned before the people get hit by it.
Or a jail cell has been set up for someone who has to be in prison for life like you will in Hell.
God is a righteous God. Would you prefer He be immoral?
