Crooks didn't fire the first three shots. Someone from a TLA did.

There is definitely a second shooter. The shot that hit the ear did not come from Crooks. It is likely that shot was the "go ahead" for Crooks to shoot as many rounds as he could, likely 7....

The actual shooter who hit the ear was part of the DHS deployment.
