He is a political strategist, not an intelligence expert, so obviously his job had to do with the political agenda of the NSC, not the technical side of its mission. For example, under Obama, the NSC was likely charged with spying on Russia rather than Iran and China, but under President Trump, Iran not Russia will be the main focus. We also know that Obama was spying on virtually everyone in the Israeli government with the intention of trying to undermine that government in favor of the leftist parties, but under President Trump, that will change.
