It's an answer to Republican anti-Constitutional dirty tricks.

The Republicans refuse to swear in Jones, which is a Constitutional violation. One that every Republicans here supports, because all Republicans shit on the Constitution for fun.

When the Republicans swear in Jones, and promise to immediately swear in Franken's replacement, then Franken should resign. He should not, however, allow Republican cheating to pay off.
