A new law may require dog owners to take their pets for walks twice a day for at least an hour total, BBC reported.

Germany, a nation known for its bureaucracy, just came up with new rules for dog owners – pets first.

"Pets are not cuddly toys, their needs have to be taken into account," Agriculture Minister Julia Klöckner said about the requirements to ensure animal protection and welfare that could become law early next year.

^ There also may be a ban for chaining dogs for long periods of time.

The country also wants to ensure puppy farms only care for a maximum of three litters and attend to the puppies a minimum of four hours a day to ensure proper socialization.

If the new laws pass, German states will be in charge of enforcement.
 
This means even more Germans will take their dogs with them to restaurants and stores.
 
Small dogs only need around 30 minutes a day outside. Thats 2 15 minute walks, or 2 15 minute sessions of playing in the backyard.
Too much is actually bad for them.

I LIKE this. This would definitely help keep their dogs healthy and fit. And of course there would most likely be exceptions for dogs that are too elderly or ill to take two walks a day.
 
What if your dog is old and has trouble getting around because of arthritis? Do you have to drag him around on a leash for an hour twice a day? How about an Alaskan Malamute owner during the hottest times of the summer and the dog prefers the air conditioned house during those times? For that matter, what if you own a lazy, unathletic dog that would honestly prefer to lay around on the porch and get belly rubs? Imagine if they took a dog like that away from his owner and gave him to some jogger who forces him to go on grueling jogs every day and makes him miserable.

Even if Merkel demands per law to swallow own feces ( otherwise huge fine ) stupid Germans will do it.
