I LIKE this. This would definitely help keep their dogs healthy and fit. And of course there would most likely be exceptions for dogs that are too elderly or ill to take two walks a day.

How about an Alaskan Malamute owner during the hottest times of the summer and the dog prefers the air conditioned house during those times? For that matter, what if you own a lazy, unathletic dog that would honestly prefer to lay around on the porch and get belly rubs?
