I know something about dressing properly in the government/legal world of Washington, DC. As a young woman in her early 20's, I worked as a certified paralegal at a law firm just a half a block from the White House in the early 1980's. I knew how I was to dress (I have referred to it since as "full navy jacket," suits with a buttoned blouse, skirts and blazers).
