The more I think about it----the more interesting as a social phenomenon---
it seems. Imagine ----going to jail as a CAREER. Long ago----
I did learn that being a 'palestinian refugee" was so much an economic

Simple answer is to institute a proceeds of crime law that relieves criminals of their ill gotten gains. When he gets out and finds his salary has been taxed he will realise that he has not gained. Send the bill to the P.A. and tell them to pay up or face court in the Hague

will not work-----the prisoners income is not affected by solitary and they get a SALARY
even if released. Those seeking the salary would have to ADAPT---commit a really
serious crime in insure longer imprisonment -----keep in mind-----those who die also
earn-------their families get paid off.

The pay-off system has to be defeated in order to defeat terrorism ------remember
