The unionization of the civil service was not a feature until this century. The problem is created when civil service protections are combined with unionization. They should have one, or the other, not both.

Unions can work in certain situations, as long as they are not "closed shops". Trade construction unions are an example. They allow construction companies a fixed expense for labor, as the unions take care of things like health insurance and pensions.

Even manufacturing unions can work, as both sides know that there are limits to how far both sides can be pushed. Public unions have no such limit, as they think they can reach in the government kitty and fleece the taxpayers a bit more each time they want to come to an agreement with the politicians, who look forward to the vote support the public unions can provide.
