Withholding foreign aid for assurances of fair treatment from foreign countries isn't bribery. However that is a novel idea.
Maybe we need to arrest every president or public official that did exactly that....because that would mean arresting Obama, Jimmy Carter, George W. Bush, Bill Clinton, Nancy Pelosi, and Hillary Clinton.
