This world has close to 8 billion people in it. I'm sure a good share of them would love to come to the US. So how many should we let in?

The Untied States allows a million foreigners a year to become citizens of this country, and that's not counting the people we let in for work or education. What other country in the world does that? Especially when you consider a higher percentage of foreigners are on our welfare system than US citizens?
