The problem really began with Ronald Blithering Reagan. Reagan was so stupid that he believed that it was possible to cut taxes - mainly for the rich - raise military spending, and balance the budget without cutting popular domestic spending programs.

David Stockman, who was Reagan's Director of the Office of Management and Budget from 1981 to 1985, knew it was not possible. However, he thought it was possible to make deep cuts in Social Security and Medicare. When he learned that that was not possible, because most Republicans depended on those programs or knew they would, he resigned.

Biden had majorities in 2021-22, and could have done virtually anything. Ditto with Obama in 09-10. Instead Obama wasted his political capital on his Obamacare Atrocity.

The national debt as a percentage of GDP declined every year, even during the wars in Korea and Vietnam. During President Carter's last full year in office it had declined to 32%.

Because of Republican tax cuts for the rich the national debt as a percentage of GDP grew to 129% during Trump's last full year in office. After two years in office it declined to 123% under President Biden.

For years public opinion surveys have indicated popular support for higher taxes for rich people and corporations.
