The procedure of kneeling on the back and holding on the back of the neck to restrain should be STOPPED, once cuffed there is no reason for this procedure. That video shows that Tony Timpa was cuffed and on the floor and immobilised, he then should have been put into the police vehicle and taken to the hospital. Tony Timpa was OKAY UNTIL they kneeled on his back and were holding the back of his neck. From that video I do NOT think that those police mean to have Tony Timpa die, the procedure they are told by Higher Up's to do caused the death of Tony Timpa. That was NOT murder in that video.
Whoever decided that the correct procedure for American police to kneel on the back and hold the back of the neck was WRONG because the above video illustrates that doing these things for several minutes is what is killing the apprehended.
