First, post-1948, after the Declaration of Independence of Israel, the correct terminology would be that "neither the West Bank nor Gaza were occupied nor controlled by the State of Israel in 1948 to 1967".

Well, yes. This is true. Portions of Israel were occupied by foreign States (Jordan and Egypt) who had absolutely no valid claim to territory outside their State, and thus were belligerent occupiers on Israeli territory. You will see that these occupations have ended with the peace treaties which confirm Israel's existing borders, with both Jordan and Egypt abandoning their belligerent aggression.

Neither of these belligerent occupations legally change the existing and confirmed borders of Israel.
