There have been 5 Vice Presidents who served for 8 years and later ran for President:

01. John Adams served as Vice President for 8 years and ran for President and was elected President.

02. Thomas R. Marshall served as Vice President for 8 years and ran for President but did not even receive the nomination of his Party to be President.

03. Richard Nixon served as Vice President for 8 years and later ran for President in 1960 losing in a close election, but finally won and became President in 1969.

04. George H.W. Bush served as Vice President for 8 years and ran for President and was elected President.

05. Al Gore served as Vice President for 8 years and ran for President and was narrowly defeated in the election in 2000 although he did win the popular vote.

So based on the above, I would say Joe Biden has a very strong chance of being the democratic nominee and winning the election in 2020. Serving as Vice President of the United States for 8 years seems to benefit the candidate for President. Experience and familiarity with the voting public is a huge advantage.
