And speaking of provoking - I would have to concede that Israel has gone out of the way to AVOID provocations - allowing Muslims complete access to prayer at the Temple Mount while restricting Jewish access.

And maybe they just pick and choose their battles for what they think they can get out of it. They certainly don't shy away from provoking where they think they can get away with it.
