The FIRST time I saw in refused was in the U.S in November.

there were numerous poll watchers - which have to be certified. those wanting to just walk in off the street were DENIED for not being certified. AND those that got certified after the fact, were allowed to watch. & the fact that a lot of the counting was done live & in real time couldn't possibly show how everything was done per the law..... right?
