Fact is that in congressional hearings, or almost ANY action in chambers any contrary disruption even by members no matter how minor is not allowed members can be censured for it, and invited in willful shitstirrers can be prosecuted at discretion.. In the other case there is only the assumption that no one will interrupt, or call out the lying shit that was president by calling him out on his lie, someone did, and he got scolded for not displaying what is considered appropriate aplomb as the liar was speaking.
